He is, yes, but he's also very much pointing out that "hey, maybe the lady you've got on ice in your mansion might be someone you cared about" to the extremely crotchety and bitter old man. The whole two-parter is basically A Christmas Carol with that guy as Scrooge and the Doctor as the ghosts.

Honorable mention goes to Rally Man from Fire Emblem Fates: Conquest. A Master of Arms you encounter and capture in a later mission that has four rally abilities that can be used together.
Gatekeeper is a great example, he's as generic as it gets, but he has unique dialogue between every mission, is in the perfect location where talking to him each time is convenient, and is just a nice friendly guy.
It was inevitable people would form some kind of attachment. People should be studying him on how to create the perfect faceless NPC.
The whole plot of 3 houses regardless of route, has this larger than life theme, featuring people that hold high power, and then you have gate keeper which serves as view into the average soldier and how they feel being in war. Really keeps the story more grounded and also sells the idea that the events doesn't just involve your playable character.
Also helps that he is as normal as it gets compared to the whole cast of "anime hatsune miku" characters.

I wouldn't call her background, more like secondary but Aunt Cass is not an important character and the fandom have had the hots for her since the beginning. Reminds me a little of Aunt May from Avengers Civil War.
Been playing a couple of hours. Not really seen or heard about her again. This is silly why would they do this to us. They can't keep getting away with this.
It's oddly realistic, though. Sometimes you see someone who looks cool as hell but they're completely irrelevant to your life otherwise. They become "oh hey, remember that one guy?" and nothing more to you.
You can actually encounter her again down in Pacifica as part of the crowd if you do the champion fighting quest, I believe. It's the only time you see her away from the club.
Honestly, I just kind of like that we have people that we never learn more about. Makes the city feel more like there's people who are just transient moments in our lives that catch our eye and we never see them again, much like real life.
The Clouds receptionist for sure. Like Rita I could kinda get at least, you have 1 or two actual interactions with her and she has big personality and is one of the first people you see modded to the nines. But the receptionist could literally be replaced by a computer interface and is just...some chick

She literally left her old life as a highly honored and skilled warrior behind to travel the world with her husband, and while a bit annoyed that he just jumped down the well to near certain death for his curiosity, she trusted him enough to come back safe that she runs the shop BORED instead of worried.
On the flipside, her husband convinced a warrior to run away with him, to make maps which he would literally give away for free if he had the choice, all while effortlessly surviving the wasteland that is Hallownest WITHOUT A WEAPON, and making several trips back through the wasted kingdom (and most infected place on the map) to drop off his maps with his wife.
Their show is surprisingly a much needed break from the grit of "reality". Leaning into the theme park version of cowboys while Spike is living in a modern western.
I wanted to see Kim again because the last time we saw her, she said she was going to become a supervillain and she hated Hank and Dean. I thought they were building up to her becoming their arch.

yea baddie. i prefer to call her that way over "akane whathever" because it reminds me of those old fan names they gave to other characters, like "ermac (error + macro)" or "Hornbuckle (name mistaken from a dev, the gave it to a background liu kang recolor)". akane always felt way too normal so baddie feels better

Violynne from Tears of the Kingdom. She’s part of the “Stable Trotters” music troupe and is found in the quest to open the great fairy fountains. All together she is a very minor violinist from an early game quest, but she’s very pretty so she’s very popular in the community

There's a small group of mass effect fans that love this green Asari named Shiala that shows up in the first game for one mission, and only for a few seconds in the second game...I'm that fanbase.
Tharja in Fire Emblem Awakening. If you removed her from the game entirely then nothing in the game would change, but she's one of the most popular Awakening characters.
Chauncey, the dog of Duck Phillips (who himself was a pretty minor character) in Mad Men. Chauncey appeared briefly in one episode in season 2 but is still probably the single most referenced 'character' in Mad Men community memes to this day. Siobhan from Honkai Star Rail . Just an npc bartender you find in Penacony with little relevance in the story . Mostly developed on side event where you took her place as a barman/barmaid .
There was this NPC character in FGO who went by the name Omii-san that got popular enough that she was made playable about a year later. Respectfully, she is very pretty.
Honestly pick any of the ZZZ NPCs, the fandom usually collectively agrees they’re just as well designed (if not better designed) than the playable cast, and every time a new NPC comes out there’s a whole load of simping involved.
For this example I present a picture of one named Sweety, though granted I’m pretty sure the devs know the fandom likes the NPCs as there are a few events where you can go on dates with them, Sweety included.
