Characters That one scene where the budget increase's so much it's comical
Charro Negro (Legend Quest/Las Leyendas)
With the rest of the movie using subpar flash animation this moment here feels like the equivalent to Vincent Chansard animating a scene for a show like Total Drama or Johnny Test (I love Legend Quest but its animation is definitely a weak point)
James Baxter animating Gumball (Gumball)
Honestly any time James Baxter shows up in a Cartoon Network show its gonna kinda stand out (in a good way)

Spiral is incredible because it’s not like she has significantly more frames, but the looping of the hands is timed perfectly and most other characters are just breathing for their idles. Omega Red and Ice Man are the only others that had even a modicum of the same level of attention.

I don't know the terminology, but it's just a little wrist spin they use in some Chinese martial arts, usually before a palm strike. I've seen it in a lot of movies and Aang does it before he launches Ozai in Avatar.

Nah, MAPPA uses rotoscoping in all their anime. There a couple different scenes in jujutsu kaisen season 3 that are rotoscoped, like when Yuji and Hakari first meet

So many scenes of characters flying are exactly that, just static character models being dragged across a background that might have some of its own motion. If the animators are feeling fancy the model might also change size to suggest that theyre getting closer or farther away.

If you listen to JV’s commentary (I think it was an anniversary showing of it) he said “I wanted to make an incredible opening scene so you would be greatly disappointed in the rest of the movie”).
Jokes on him though, the entire movie is wonderfully animated. They even have a scene where everything is animated into different styles.

That's not a matter of budget, but rather the march of technology. Clone Wars had Lucas throwing around his FuckYou money around as much as he liked, as it was his pet project. It may look janky now, but by 2008 standards it was miles ahead of any other CGI show on television, and it only got better from there.
Now Rebels is where budgetary differences became noticeable, because Disney was rather more conservative with their money. Where did the budget increase in season two? Vader's cape. The cloth simulation for that thing was hugely expensive.

Its a lot of fun. Season 1 is a little rough, but Season 2 really hits its stride with letting over the top character actors do their thing as villains and under standing “we are a show about superheroes on a time ship, lets get weird”.
Its also one of the only shows I have scene where they respect and don’t nerf a speedster.

My favorite episode is “Guest Starring John Noble”. Where one of the characters is in the background trying to binge Lord of the Ring, and they realize the Time Demon sounds just like John Noble. So travel back in time to have him record lines to trick his followers…..damn this show was so good

Mob Psycho 100 typically uses minimalist animation and "gimmick" animations (seriously you should check out the "paint on glass" animation used a lot of the spirits) to great effect, but when it's boss fight time? Oh. My. Goodness.

Frieren, near the end of season 1 there are a few episodes where there are obvious cost cutting measures specifically around food and desert eating sequences, but then the second test of the first mage trials begins, and suddenly Frieren is collapsing time and space in a mirror match up against herself... it's the most comical budget difference I've ever witnessed. Going from a power point slide show for filler content, into the cataclysmic event that warps time and space while frieren fights herself.

While I do like the show, Invincible is notorious for its inconsistent animation quality to the point where several scenes outright are just pngs being dragged across the screen. Some people defend it by saying that Invincible does the same thing a lot of anime do where more budget is spent on important fight scenes while less is given to ordinary moments, but Invincible mundane scenes still look quite bad compared to anime that do that, imo.
Anyway, as I mentioned the animation quality does increase for important fights, such as Mark's two fights with Conquest to the point it became a small meme that Conquest automatically raises the animation quality whenever he's on screen.

Deltarune chapter 5 has an animated cutscene introducing us to the new dark world boss, Flowery.
The cutscene was made by Studio Khara. Famously known for making Neon Genesis Evangelion.

Most of the budget for Monty Python and the Holy Grail ended up going into Tim the Enchanter's pyrotechnics, and as is expected of a film like this, they serve not to advance the plot, but rather to give the character some flavor by depicting him as almost literally playing with fire.
