May be the only way to keep them in the enclosure, that fence sure isn’t going to prevent the larger elephant from leaving if it wanted. May be an area they do medicine/ work/ self care/ etc as well. It could be nefarious reasons, but they look well cared for and hopefully isn’t a permanent situation.
