If I have a debuff on my character, and it does not count down while I am logged off. I will keep my character ingame, even when I am not playing.
I wouldn't play my character either way, but at least I am not using up resources while being logged in to get rid of the debuff.

While in an inn or anywhere in a capital city, your player portrait will begin to glow and your level circle will say zzz, indicating that you are resting. If you log off here, you will continue to rest while offline.
One bar of rested XP (5% of a level) is earned for every 8 hours spent resting.
In other words whether you are online or not it doesn't matter.

If you are in a rested zone (like a city) it doesn't matter, you get same rested exp either way, equivalent to 15% of a level per 24 hours. (capping out at 150% of a level after 10 days)
If you are not in a rested zone then you need to be logged out. If you get rested exp this way it will be a lot less rested exp than if you logged out in a rested area. (1/4 as much rested exp)
It is possible to abuse rested exp to get over certain leveling hurdles in the 40-60 range. For me instead of straight grinding 50-60 on one of my characters I got them a week of rested exp, did one full level, one week rested, one full level, etc. in this way I was able to skip like 4+ levels of exp in the 50-60 bracket though it did take me about 1 week of resting, but I was doing stuff on other characters so it was chill.

It’s not if you are logged off, just in a rest zone. For maximum gains you’d stay logged in (while working from home for example) in an inn and every hour you’d spend 2-3 minutes killing mobs to use the 5-6% exp accrued, another minute getting the 5% rested buff, then go back to the inn.
If you do this over an 8 hour window, you’d have 45% rested experience with about 20-30 minutes of spread out play compared to just 5% from being logged off.

Yep, the tent buff doesn't stack (doesn't even stack with normal rested), If you're under 5% rested xp you get it (to a max of 5%), if you're already over that it does nothing

Bro you missed the point though. The mechanics of the game is FORCING me to eat rice.
If I want to make a hamburger, I have to stay in the kitchen while the patty is cooking... taking away from PRECIOUS GAMING TIME.
HOWEVER, if I eat rice I can just turn on the rice maker and go back to GAMING.
The problem is.. eating rice isn't as sustainable as eating burgers!! This is just VERY COMPLICATED for THE META.

They are going to walk away from the computer for a period of time. Normally you would log out, but logging out actually disadvantages you because the debuff isn't tickin down.
This gives the harmful incentive to stay logged in to let the debuff go away.
Therefore blizzard should make the debuff tick down when logged out, this is just normal beta feedback and makes total sense as a change.

I think it is mathematically better to just keep moving and playing than to stop for campfire buffs. They can be quite strong but is it really making a difference when you already dumpster mobs your level anyway? Most of what impacts leveling speed is just travel time and efficient routing

This feels likes someone just looking for a gotcha.
Lets see first if people actually play like that. If they do, then just make countdown with logoff or nerf it so that it only tops up your rested xp.
The latter option meaning that if it gives 10% of a level (no clue how much it actually is) then it only ever tops you up to that 10% value. So if you have 3%, it puts you up to 10% rested (gain of 7%). If you have 15% then no bonus (but also no debuff).
But if people dont play like this, then its fine?

People literally can't read apparently, even the OP...this 5% rested xp buff can't exceed 5% so staying logged in doing nothing, does nothing, WOW. Its only useful as a slight boost before you kill your next few mobs. Its great for an extra 5% before logging out and collecting another 5% (per 8hrs) before you play the next day then after an hour of gaming you can get another 5% from the camp because you can't get the 5% if you have over 5% already.

The real meta is to grab tent buff, afk in an inn for 50 minutes, quest for 10 minutes, and then repeat. Rested xp the whole way and you can get some work or whatever done in those 50 minutes

The only thing it blocks is the Camp Tent buff, which gives a bar of rest. You can refresh or switch out all the other campfire buffs all you want.

I thought that also until 2 days ago when no matter what I did or what buffs were available in the new fire it would NOT refresh at all. It refreshed the first try after the debuff fell off though, not sure if they're tweaking it or if it was a bug but I'll probably report it today.

Infra engineer here… kinda weird how many supposed IT professionals and engineers are commenting and don’t know what a CPU core is or that they’re clearly referring to keeping more of them active than they otherwise would.
I don’t necessarily agree with their point, especially as unless they changed it the debuff DOES go away after I think 8 hours logged out (it’s disappeared for me overnight every time).
Obviously the comment is made by someone not super IT savvy but it’s also not exactly difficult to understand the point they’re trying to make. More people logged on equals more resources being used that don’t need to be.

This debuff is only triggered by adding the camp that provides a whopping 5% of a level as rested EXP. aka. a couple mobs double EXP. So worthless and one of the weakest things you can place at a campfire imo.

Even if the buff expires while logged out, it’s still incentive to log back in every hour and rest at the camp for a minute for some free XP while you are multitasking etc.
They should take away the extra rest XP (or whatever is left if not enough) when the buff expires. That would encourage us to rest at the camp and then go kill stuff after to reap the rewards and prevent any kind of shenanigans where I am trying to stack up rest XP at a much greater rate than intended.

The alternative is the FOMO of needing to log into the character ever hour to refresh it all for a 2.5% boost to a levels XP. I feel like the traffic on the login servers would be worse than a handful oplf people that are actually going to try and stay logged in but AFK for hours at a time to get SLIGHTLY more rested.
Just hit a tent before you stop for the night and AFK in the Inn. You'll burn off half the de-buff.

I feel like all the other camp buffs actually outdo the rested xp buff in terms of benefits. 5% rested goes away in just a few mob kills while the stat boosts lasting an hour is overall more impactful. It will be interesting seeing how popular the upgraded versions of all of the camp items are

1 bar of rested is equivalent to half a bar of exp, which until pretty high levels is not a lot of time saved, especially given the new balance where questing seems to be much stronger than mob grinding. the camp fire does not fucking matter, the rested bar is just a nice flavorful bonus.

It is just annoying that it doesn't tick down from a gameplay perspective. But it doesn't really matter performance wise. The amount of work needed to persist a single buff, tick its duration down, and broadcast state changes shouldn't be noticeable even for thousands of ppl just afking. Unless its a status effect that does periodic work like a DoT, since that usually involves more server side processing and data being sent to the client. Status effects are one of the main hot paths in MMOs so they get a lot of attention & optimization from the devs.
