I watched a video recently where someone created a male-to-male extension cord to show how dangerous they were, and was able to touch the prongs because as long as you didn't bridge the gap, no electricity could flow through your body. It is so weird that electricity is so safe and so dangerous at the same time.

That's called a suicide cord. A lot of people make them to hook up portable generators to back feed their electricial panel. It's illegal as fuck and can kill not only the person but anyone who is working on restoring your power as well. Criminal negligence causing death is not a charge you want to try and fight.

You backfeed power into the system via a wall outlet. Plug one (male) end of the cord into the output of the generator, plug the other (male) end into a wall outlet. You're now backfeeding power into your house... and up the power lines.
The proper way to do it is with a generator transfer/cutover switch. Depending on the design it can work a few different ways, but they all will isolate the house power from the line voltage if the generator is running. I have one, it's only for certain circuits in the house (main electrical panel has like 20 circuits; transfer switch will power 8 of them from the generator). When you "switch over" it disconnects that circuit from the mains voltage and runs it only off the generator, no backfeeding.

I really don't have words for what is going on in this picture.
- I'm happy that it appears our brother has saved his gear and is still a (mostly) happy member of the PC Master Race.
- Let's just table the whole electricity and water things because I seriously don't know what he is thinking, but storm drainage is incredibly filthy and can contain toxins and bacterial that you don't even want to be breathing.

We had a training storm event about 8 years ago in a house built in 1959. We had 2 sumps that couldn't keep up. The houses further down the hill had drowned basements and water into their first floor. Similar rain bomb events keep occuring more frequently. Need state/county plans to help divert the stormwater runoff from inundating the sewers and peoples drains.

Not to victim blame, but why are you keeping this stuff in the basement at all?
It appears you have a relatively old masonry block foundation, as based on the weathering surrounding the mortar of the cmu. This would then imply that you likely don't have a large amount of waterproofing on the outside of the basement wall, since most homes before say the 80s likely wouldnt. Also, after your basement dries I recommend checking for bowing of the walls. While if your basement is quite permeable it shouldnt be as much of an issue, but water-saturated soil is significantly heavier than dry soil and may put too much pressure on an unreinforced wall (walls built before around the 80s again are unlikely to have reinforced masonry)

Due to the rising costs of PC equipment he should probably spend his time moving that somewhere safer in his house.
Also I work for a HVAC/Plumbing company that is in an area hit by these rain storms… if the cities/towns sewer and drain system is backing up into that basement it’s not a great idea to be hanging out in it longer than necessary due to the risk of black water being mixed into other safety issues.
Also that furnace looks like it’s from the 90s and most likely needs to be replaced (hopefully by insurance now) since it’s got water damage. That AC is probably old too seeing its drain line setup so have someone quote that too.
Shits too expensive so hopefully insurance will cover it as flood damage

PSA for those in areas with basements and antiquated storm/sewer systems that can back up into your home.
There's a fix! It's called a backwater valve. On the main sewer outflow from your house it's basically a one-way valve that prevents any pressure from the sewer system from going back into your home.
You should have one, if your local permitting allows. (Some places don't allow retrofits because if everyone did it then the sewer would pop instead of just using the homes as pressure relief)
