I remember reading he offered to build Obama a ballroom, and Obama politely declined, so this isn't a new obsession. Also there was already a bunker under the East Wing. What is being built under the ballroom is just a replacement of that.
My money is that he ordered the East Wing demolished without consulting anyone and without understanding the bunker would be severely damage/destroyed. That's why the ballroom is a "national security priority," because he doesn't have anywhere to cower during protests.
