Has a charging port at one end, a spring at the top end. The silver button can be pressed and the black bit is rubbery, covers a spring type and rotates like a dial. Found outside forensic inpatient ward, dropped by an inmate/patient.

Hi, so I work at a small cinema in France and on Monday, we found this hanging from the roof of the cinema.
My colleague and I didn't even notice it because our office is behind the building and we didn't have to go to the cinema directly that day.
Two policemen came to our office at 3pm in the afternoon, saying there was a weird "sign" on a wall of the cinema, and that they were told to bring it down.
My colleague was on a zoom meeting so I followed them outside on my own and they showed me this thing.
The policemen asked me if I knew what it meant, and if we were showing a movie that could be controversial or something, which is not the case.
Apparently when they checked the security cameras around the street, they saw that someone put this up from the roof the cinema at around midnight (between sunday and monday).
At that point the cinema was closed, and the cameras don't show how that person got on the roof.
I guided the policemen in the cinema to show them the upstairs and the access to the roof but it's blocked because we only use it for repairs and stuff like that.
I ended up getting the ladder we keep in the cinema to get the policemen to take it down, and they did by cutting off the blue "strings" that were holding it on the roof.
They took it away pretty quickly after that but I saw that it was some kind of a blanket, light fabric, dirty on the back (stains and dirt), that had been painted on, and at the top there was this wooden thing holding it flat. (Sorry my english is probably very weird)
So, we have absolutely no clue what this could be, and while we don't think it matters much, it's very intriguing. Final detail : the cinema is on the main street and right next to the city hall. So maybe it was a message addressed to them, but we still don't know what it means 😅

I got home and found my dog chewed this packaging. I’m not sure what it was or what was inside.
UPDATE: Currently at the emergency vet, will update with xray results. Thank you for the advice and well wishes
UPDATE 2: Vet did an Xray and found no signs of metal or batteries in her so discharging her. Going to continue monitoring her at home in case anything comes up. Thanks so much for the support!

Answered: bird deterrent system
So I first noticed this type of thing when I lived in AZ at my old office and forgot to take a pictures before I moved away, but I just saw the same thing on a building here in Boston and this time I took a picture.
In both cases the site is very thin and remind me of the fillet in incandescent light bulbs.
In both the cases the wire was broken and tangled.
The only logical things I could come up with were
A. Bird deterrent, but it’s too thin and fragile, and in the case in AZ the wire was laying on the small metal casement of the window which would be too small for any bird and the metal would literally cook any bird that tried to land on it anyway.
B. An internal window defrost system. But that can’t be it because agin, it AZ it never gets cold enough for that, and in the boat case as shown below the wires are too far away from the window.
My cat of curiosity is on life support. Please help save it.
