Sadly this tactic is also being used by police to prevent civilians from recording and posting online them doing unethical/illegal activities and harming other citizens.

What do you mean? Because everyone has their phones open when this happens. When civilians start recording with their phones, the police whip out their phones and start playing the Disney music in retaliation

IAAL. Not only would that be ineffective for its stated purpose, it would be copyright infringement on the part of the municipality that employs the officers.

I'm not saying it would shock me that individual officers did something stupid, but I would not call this a "tactic being used by police". It's, at most, a fringe thing that has happened once or twice.
