That's fair. I always think of acting on impulse as having a much shorter delay between the thought and the action.

Impulse means he would just do it on the spot whenever his brain commanded him to, regardless of the camera.

Him going out of his way to set up his phone, adjust the angle, and hit record BEFORE GOING BACK TO LYING DOWN AGAIN is not impulsive.

He literally just went back to lying down as a setup for the video before doing whatever he was going to do. That's the opposite of being impulsive, if anything.

Impulsive means the idea lacks proper foresight, consideration, or planning, not necessarily that it happened quickly. 

Just because his impulsive decision involved a few steps and didn't happen the second it crossed his mind doesn't mean it wasn't impulsive. For example, it's possible to impulsively decide to travel somewhere. But that decision often involves multiple days, even on an impulse.
